The Voluntary Carbon Markets Integrity Initiative (VCMI) and the Climate Vulnerable Forum and V20 Finance Ministers (CVF-V20) jointly published the Article 6 Senior Officials’ Handbook on October 14, 2026. Issued as part of the CVF-V20’s Carbon Finance Program, this policy guide aims to support climate-vulnerable countries with unlocking new forms of capital through carbon markets, and reduce barriers to participate in Article 6 of the Paris Agreement.
The CVF-V20 represents 77 member countries that are the most exposed to the impact of climate change. According to the CVF-V20, these countries most at risk face a US $490 billion finance gap to implement their climate strategies. Carbon Markets and Article 6 participation could result in an additional $20 billion a year for CVF-V20 countries by 2030.
H.E. Elizabeth Thompson, Chair of the CVF-V20 said “The countries most vulnerable to climate change should not remain at the margins of the markets designed to finance climate action. With the right safeguards, institutions and choices, we can help ensure that carbon finance reaches our communities on terms that are credible, fair and aligned with our development priorities,”
The release of this policy resource was strategically announced ahead of COP31, which takes place in Türkiye between November 9-20, 2026.
The handbook was prepared for senior government officials in the 77 CVF-V20 member nations who are involved in domestic carbon market implementation. It offers carbon market policy guidance to help overcome implementation barriers to Article 6 participation.
The resource includes 8 modules, derived from the top decision points identified by the Carbon Finance Program's participants. The modules cover Article 6 mechanisms, decision-making challenges on authorization, revenue optimization, benefit-sharing, environment and social integrity, private sector engagement, and legislative oversight.
Each section of the policy handbook concludes with a readiness checklist comprising a list of practical questions that officials can work through with their technical team, as well as links to supplementary resources to assist in addressing any remaining operational or policy gaps.
Providing this free policy resource helps to circulate knowledge of Article 6 market-based mechanisms, and the policy tools that can be used to implement them. This supports climate-vulnerable nations in their journey to build the policy framework they need to draw carbon investment.
Access to carbon finance would generate new revenue streams for national climate strategies and could help countries implement their Nationally Determined Contributions (NDCs) more quickly.
Sara Jane Ahmed, the Managing Director and Finance Advisor of CVF-V20 Secretariat said “By empowering climate-vulnerable member countries with informed leadership and institutional decision-making, this handbook can help build the policy environment needed to attract much-needed investments through Article 6 of the Paris Agreement.”
The handbook also highlights several case studies showcasing effective international carbon market engagement:
