On October 27, Environment and Climate Change Canada (ECCC) released the targeted amendments to the Clean Fuel Regulations (CFR) that the market has been waiting for. Under the proposal, low-carbon fuels produced in Canada would earn 1.3x to 1.8x the standard credits from the 2026 compliance period. Primary suppliers could meet more of their obligation through the Fund, and credits from imported gaseous fuels would face a new cap.
For primary suppliers, the proposal could change the supply outlook and how they plan for compliance. For credit creators, it changes what some credits are worth. For many facilities, from biogas plants to EV charging networks, credit sales are already a significant source of revenue. Join us for a first look at what the proposal means for both sides of the market, and at where the opportunities are to earn credits under the CFR.
What ECCC proposed: the credit multipliers, the higher Fund limit, the new cap on imported gaseous credits, and the timeline to a final rule
What it means for primary suppliers: where CFR prices stand, how the proposal could change credit supply, and what to consider for 2026 compliance
The biogas and RNG opportunity: what the gas you already produce could earn, including under the proposed multiplier for Canadian RNG used as vehicle fuel
The EV charging opportunity: what your chargers or fleet could earn in CFR credits
Other ways to earn credits: from low-carbon fuel production to emission-reduction projects such as carbon capture
Getting started: eligibility, registration, and selling credits through spot sales or forward supply agreements
